# Federal alcohol permit types — wine producer, distilled spirits plant, importer, wholesaler

> The four federal basic permits the TTB publishes, what each allows, and how many are in force.

## Permit types

The Federal Alcohol Administration Act requires a basic permit to produce wine or spirits, to import alcohol, or to sell it at wholesale.

| Permit | What it allows | Permits |
|---|---|---|
| [Wine producers and blenders](/type/wine-producers.md) | A basic permit to produce or blend wine. It covers bonded wineries, including custom crush clients that hold their own permit at a shared facility. | 18,114 |
| [Distilled spirits plants](/type/distilled-spirits-plants.md) | A basic permit to distill, rectify, blend or bottle distilled spirits for beverage use. | 5,674 |
| [Alcohol importers](/type/importers.md) | A basic permit to import distilled spirits, wine or malt beverages into the United States for sale. | 21,457 |
| [Alcohol wholesalers](/type/wholesalers.md) | A basic permit to purchase alcohol beverages for resale at wholesale. Retail chains that move product between their own stores often hold one per location. | 38,899 |

Brewers, industrial alcohol producers and users, and tobacco permit holders are not published by the TTB (Internal Revenue Code section 6103) and are not on this site.
